Investigation and Research and Development on Radio Spectrum Utilization

1 Study of Spectrum Utilization
  ARIB conducts investigation on new uses of radio spectrum for telecommunications and broadcasting, as well as survey trends of demands, technology and radio industries. In addition to these activities, investigation committed by relating organization and investigation on utilization of radio waves in overseas countries are also conducted.
2 Research & Development on Spectrum Utilization
  ARIB and its committee conducts studies of radio systems to facilitate the introduction of new radio technology in telecommunications and broadcasting.
3 Technical Studies on IMT-2000 and system beyond IMT-2000
  The IMT-2000 (International Mobile Telecommunications-2000) Study Committee conducts technical studies on IMT-2000 and the systems beyond IMT-2000, in order to contribute to International Telecommunication Union standardization activities for these systems and to cooperate with overseas standardization organizations.


Consultation, Public Information, and Relates Activities on Telecommunications and Spectrum Utilization

1 Consultation Services
  In responses to inquiries by radio licensees, ARIB conducts consultation services concerning radio systems, such as radio link design for fixed microwave circuits and satellite circuits, estimation of radio interference from existing radio stations and selection of best available frequency. And consultation on preventing disruption of radio wave propagation are also conducted.
2 Information Services
  ARIB provides information by Internet on the efficient frequency use, efficient radio technology information, and govern-ment radio regulation information. Such information deals with changed of assigned in order to implement treaties on radio waves, equipment issues that may significantly increase spectrum efficiency, and any other matters which contribute to the effective and proper use of radio spectrum.
3 Promotion of the Radio Industries
  ARIB is involved in public information activities to encourage the extensive use of new radio systems and promote radio-related businesses.
4 Public Information
  ARIB informs people on the many uses of radio spectrum by providing public information and by presenting "The Meritorious Award on Radio".

This award is presented every year by the Minister of Public Management, Home Affairs, Posts and Telecommunications and the Chairman of the Broad of ARIB to individuals and groups that have made a special contribution to the effective and proper utilization of radio spectrum.

Information is provided to members on spectrum utilization in the form of a seminar held in every month, quarterly publication called "ARIB Bulletin", and a weekly newsletter "ARIB News". Public information is also provided on spectrum utilization by regular lectures for the public and members.


Establishment of Technical Standards for Radio Systems in the Fields of Telecommunications and Broadcasting

Detailed voluntary standards for telecommunications and broadcasting radio systems are established in the form of "ARIB Standards (ARIB STD)". These are developed to complement the mandatory requirements of Ministry of Public Management, Home Affairs, Posts and Telecommunications regulations. The ARIB standards focus on guaranteeing compatibility of radio facilities and transmission quality as well as offering greater convenience to radio equipment manufactures and users, while the government standards focus on encouraging the effective use of frequency and preventing interference.

Views of a wide range of radio equipment manufacturers and users are essential for the preparation of these standards. Thus interested parties from these sectors can participate openly in the ARIB Standards Assembly, which is the final step in establishing such standards.


International Cooperation in Standards Development

ARIB is involved actively in both promoting the adoption of radio systems established as ARIB Standards in overseas countries, as well cooperating with other national standards organizations and the International Telecommunication Union in the area of radio system standards development.
