Voluntary standards for telecommunications and broadcasting radio
systems are established in the form of "ARIB Standards (ARIB STD)",
which are developed to complement the less detailed mandatory
requirements of MPHPT ( Ministry of Public Management, Home Affairs,
Posts and Telecommunications ) regulations. The ARIB standards focus
on guaranteeing compatibility of radio facilities and transmission
quality as well as offering greater convenience to radio equipment
manufacturers and users, while the government standards focus on
encouraging the effective use of frequency and preventing
interference.
As ARIB STDs specify radio systems, they include
"government technical standards" (mandatory standards) that are set
for the purpose of encouraging the effective use of frequency and
preventing interference, and "private technical standards"
(voluntary standards) that are set for the purpose of guaranteeing
compatibility of radio facilities and transmission quality as well
as offering greater convenience to radio equipment manufacturers and
users.
