This technical report stipulates a safety zone in the production of a television broadcast with an aspect ratio of 16:9, such as HDTV and EDTV-? broadcasts.
This technical report applies to the reproduction range of screen representations in television broadcasts with a 16:9 ratio.
This technical report is composed of the main section consisting of the following three chapters, with explanatory annexes, references, and a bibliography attached thereto.

An explanation of the safety zone on the conventional screen with a 4:3 ratio and the progress of the safety zone on a screen with a 16:9 ratio leading up to the specification set out within this technical report are given, along with attendant discussions.
A questionnaire survey conducted to gain an understanding of the current state at the start of an examination of the safety zone is described.
