RULES OF THE MULTIMEDIA MOBILE ACCESS COMMUNICATION SYSTEMS FORUM
Set forth at the General Assembly of the establishment on December 4, 1996
Amend at the General Assembly on June 9, 1998
Amend at the General Assembly on June 24, 2004

(Name)
Article 1
The group shall be called The Multimedia Mobile Access Communication Systems Forum (hereafter called the Forum).

(Objective)
Article 2
The objective of the Forum is to realize multimedia mobile access communication systems (hereafter abbreviated to MMAC) as soon as possible through investigation, study on system specifications, demonstrative experiment, activity and proposal for frequency securing and effective use, information exchange and popularization activities related to MMAC, and thereby contribute to the efficient use of the radio frequency spectrum.

(Activities)
Article 3
To achieve the objective set forth in Article 2, the Forum shall perform the following activities:
 1. Investigation on MMAC
 2. Study on MMAC system specifications
 3. Demonstrative experiment related to MMAC
 4. Information exchange and popularization activities related to MMAC
 5. Any other business necessary to achieve the objectives of the Forum

(Members)
Article 4
The Forum shall be composed of the following two categories of members who support it and have applied for membership according to Article 5.
 1. General members: Corporations and other organizations
 2. Special members: People of academia, and standard-setting organizations etc.

(Membership)
Article 5
An entity wishing to join the Forum shall submit a written application for membership.

(Payment of annual membership fees)
Article 6
 1. Each member shall pay \100,000 as their annual membership fees every business year.
 2. Special members shall be exempted from the payment of annual membership fees.
 3. Annual membership fees shall not be refundable.

(Withdrawal)
Article 7
 1. Any member who wishes to withdraw shall report their intentions in writing.
 2. Members that have not notified changes in their contact address, are unable to be contacted and failed to pay the membership fee shall be regarded as having resigned from membership.

(Officers)
Article 8
The Forum shall have the following officers:
 1. Chairman
 2. Deputy Chairmen
 3. Financial Auditor

(Election of officers)
Article 9
 1. Officers of the Forum shall be elected from the members at the General Assembly of the Forum.
 2. The Chairman shall represent the Forum and control its business.
 3. The Deputy Chairmen shall assist the Chairman and handle business on the Chairman's behalf in case theChairman fails to fulfill his office.
 4. The Auditor shall audit the accounts of the Forum.
 5. The terms of the officers shall be one year. They may be re-elected.
 6. Even after their terms have expired, the officers shall remain in their office until their respective successors have been elected.

(Advisers)
Article 10
 1. The Forum may have advisers.
 2. The Chairman can appoint advisers selected from people of academia etc.

(Observers)
Article 11
The Chairman can ask organizations needed to promote the business of the Forum to join the Forum as observers.

(General Assembly)
Article 12
 1. The General Assembly shall consist of officers, members, and advisers.
 2. The General Assembly cannot be convened unless at least half the members attend it.
 3. The Chairman of the Forum shall preside over the General Assembly.
 4. A vote shall be passed with the approval of the greater part of the attending members. In the case of a tie, the decision shall be left to the Chairman.
 5. The General Assembly shall be responsible for decisions on the following items, in addition to others stipulated herein.
(1) Amendment of the Rules
(2) Activity plans, and revenue and expenditure budget
(3) Activity reports, and revenue and expenditure statement
(4) Other important matters related to the operation of the Forum

(Executive Committee)
Article 13
 1. The Forum shall have Executives, who constitute the Executive Committee.
 2. The Executives shall be elected from the members at the General Assembly.
 3. The Executive Committee shall be convened as required, to decide on the following items:
  (1) Items to be presented to the General Assembly
  (2) Items requested by the General Assembly
  (3) Items recognized as necessary by the Chairman

(Committees)
Article 14
 1. Committees may be formed upon the decision of the Executive Committee, as required to carry out the business of the Forum.
 2. Each committee shall determine the items necessary to run itself.

(Secretariat)
Article 15
 1. The Forum shall have a Secretariat.
 2. The Secretariat shall be situated in the Association of Radio Industries and Businesses.

(Expenses)
Article 16
 1. The expenses necessary to run the Forum shall be paid from the annual membership fees, distributions, and miscellaneous revenues.
 2. The expenses necessary to run an experiment etc. as an activity of the Forum shall be paid from the allotments of those members who join the experiment, rather than from the revenues stated above.

(Business year)
Article 17
The business year of the Forum shall begin on April 1 and end on May 31.

Supplementary provisions
 1. These rules shall put into effect on the day of establish of the Forum, December 4, 1996.
 2. The first business year of the Forum shall begin on the day of the plenary meeting for incorporation, December 4, 1996, and end on May 31, 1997, regardless of Article 17.
 3. The terms of the officers of the Forum in the first business year shall begin on the day of the plenary meeting for incorporation, December 4, 1996, and end on May 31, 1997, regardless of Article 9. Supplementary provisions The Amendment shall put into effect on the day of the General Assembly, June 9, 1998.

Supplementary provisions
These revised rules shall become effective on June 9, 1998.

Supplementary provisions
These revised rules shall become effective on June 24, 2004.
