This standard specifies coding schemes of EDTV-II signals to encode the signals with high efficiency and quality.
This standard specifies the encoding and decoding method, and the structure of coded bit stream in detail, and gives examples of parameters to affect the coding performance for recommendation. In accordance with this standard, it is possible to code signals with high efficiency, minimizing degradation.

With the end of analog television broadcasting, the standard transmission method for standard television broadcasting (excluding digital broadcasting) (Ministry of Internal Affairs and Communications Ordinance No. 88, 2011) was abolished (enforced on February 20, 2013) based on the Ministerial Ordinance (Ministry of Internal Affairs and Communications Ordinance No. 7, 2013) that partially amended the Broadcasting Law Enforcement Regulations, etc.
After sufficient transitional measures, this standard was withdrawn
